Youth Outreach

When I started my career we were at the tail end of a public health protocol concerning a rise in teenage pregnancies. The term ‘NEET’ was used, describing young people not in employment, education or training. What outcomes did such young individuals have and how could services address and reach out to them? The answer is not simply ‘we must create many more services and intervene’, or ‘top down’ approach. Neither, according to organisational behaviour change, can the answer always be within grass root and community change (‘bottom up’). Real change comes from creating change at the top, creating capacity at the bottom, and facilitating the meeting of the two.
